		<description>I&#039;m trying to find out who issues mobile-phone numbers to people who sell them on (ie Diamond Phone Numbers etc...).

I am intending to start such a business and basically need to know the process of knowing which numbers are still available, and how to go about selling them.

Any advice appreciated, or the name of the governing body/organisation who defines/issues phone numbers.
